Gov. Schwarzenegger Threatens to Sue EPA on Global Warming

“Gov. Arnold Schwarzenegger threatened to sue the federal Environmental Protection Agency for moving too slowly on California's request to regulate greenhouse gas emissions from cars and trucks.”

In 2002, California passed the legislation to regulate greenhouse gases from tailpipes, and since then, another twelve states followed this action limiting global warming pollution. However, if the states want to set more laws, they will need a waiver from EPA under federal Clean Air Act. It seems the EPA is unwilling to grant such a waiver, “claiming it (CA) had no authority to regulate carbon dioxide from automobiles.” As a matter of fact, carbon dioxide is never on the National Ambient Air Quality Standards (NAAQS).

Why carbon dioxide is not regulated by the EPA? We may find an answer from an economic point of view. Under the current industry development pattern, huge amount of energy is from the combustion of carbon dioxide, and if it is regulated and reduced to a lower level, many industries would be affected and might lead to a decrease in economic growth. But we should also see the other side of this carbon dioxide emission. The greenhouse effect has been a serious global problem and a lot of people believe the emission from human society is one of the major causes. Then, what we should do is trying to maintain the economic growth while pollute as less as we can, and I think the task of EPA now is to find the appropriate regulation standards.

In my opinion, the roll of Environment Protection Agency is really tough to act. Being balmed for global warming for moving too slowly on regulating the greehouse gas emissions from cars and trucks can certanily be agreed by the folks. However, people do not know there is term called externality becuase they are not economists. We certainly want to protect our environmen as much as possible, but we have to consider the cost of protecting. Carbon dioxide is no doubt the criminal for global warming, but we cannot ignore the benefits from producing carbon dioxide. We have to balance the social benefit with our personal view. Therefore, as long as EPA is doing their best to try to cut back the emmision of Carbon dioxide and ensuring the industries are going well. There is no right to blame it.

I can understand where Gov. Schwarzenegger is comming from. He wants this problem to be adressed and quickly, but to sure the EPA may be going to far. I think they need to just cooperate with eachother to fix this problem instead of fighting over it.
