A disturbing PSA

The public service anouncement was supposed to excite people in cleaning up land mines and other explsoive remanents from war that kill and maim over 20,000 children a year in over 40 countries. The public service anouncement started out with high school girls getting out of their parent's vans for a soccer game and the game then starts and all of a sudden there is a big explosion. Next a mother screams as her husband is carrying their lifeless daughter off the field. Then the tag line goes up in direct quote, "If there are landmines here, would you stand for them anywhere?" Guy Barnett who is the creative director said that they wanted to make a paralell between children and landmines in their story because children are killed more than adults are killed. The public service anouncement was sent to many broadcastors, but they have refused to show it because it is not suitable for an audiance. What do you think? Is there another way that we could get this message across without using such a dramatic story?
